Director James S. (Sandy) Phillips

James S. (Sandy) Phillips owns and operates Analytic Ensights, Inc., Roswell, GA, a start-up company focused on bringing Business Intelligence, Predictive Analytics, Data Warehousing, and other advanced technologies to healthcare. This includes supporting payer initiatives with respect to healthcare reform and provider strategy for ACO, PCMH, and HITECH initiatives. He was previously a Partner with has been a partner in Tyto Solutions, LLC, and an Associate Partner, HIE Consulting, for IBM Global Business Services, Roswell, GA, where he developed and led IBM GBS’s Health Information Exchange (HIE) Practice.

Mr. Phillips was the Managing Principal, HIT Consulting & VP, Delivery for Cogon Systems, Inc. in Roswell, GA, where he served as the principal technical lead for all corporate information systems and lead the health information technology (HIT) consulting practice. His work comprised health information exchange (HIE) and electronic medical record (EMR) implementation and advisory services including governance, business case, and operating procedures, advising clients on compliance with emerging standards and requirements under the American Recovery and Reinvestment Act (ARRA) and its technology adjunct, Health Information Technology for Economic and Clinical Health or HITECH. He developed and deployed analytics to assist providers in cost containment, increased patient safety, and eased regulatory burden, designed and operated health information exchanges (HIE) for both government and industry and provided technology vision for the development of new products to support improved healthcare outcomes (e.g., mobile technology supported by HIE).

Mr. Phillips was previously a Client Executive, National Coordinator, HIE and COO, Tenet Account for Perot Systems Corp. in Plano, TX, where he served as the National Coordinator for Health Information Exchange (HIE), including running Perot Systems’ efforts for the Delaware Health Information Network (DHIN), the first state-wide HIE in the US, the NHIN Implementation Cooperative, the Mississippi HIE, and CalRHIO. He worked with clients to ensure successful operation of their enterprise architecture, governance, information technology infrastructure and application development and deployment. He assisted the Tenet organization (74 hospitals nationwide) in stabilization of operations and achieving ISO 9000 certification and creating an enterprise architecture council; assisted Stanford Hospital and Clinics in deploying electronic medical record (EMR) software; and assisted DHIN in linking with the Delaware Department of Public Safety for reporting of public health issues and biosurveillance.

Mr. Phillips served as Senior Vice President and Chief Information Officer for Jackson Health System in Miami, Florida, the largest public teaching hospital in the US, where he managed a department of more than 170 workers and an annual budget of greater than $50M in a 1,800 bed county chartered, academic medical network. Jackson Health System additionally ran the Miami-Dade County Public Health System clinics and the MDC Correctional Health. Mr. Phillips acted as a principal in a complete redesign of the healthcare system to improve productivity and revenue and find major cost savings, served as a member of the Patient Safety Committee and Chaired the IT Subcommittee of the Public Health Trust Board.

Mr. Phillips also served as Senior Manager of Accenture Corporation in Atlanta, Georgia, where he was responsible for overseeing the design, architecture, planning, and implementation of mission critical business information systems based on use of Oracle, Oracle Applications, and Oracle e-Business Suite, including planning and execution of all ancillary and support issues such as hardware, non-primary software, monitoring, subcontracting, and general management of large-scale projects and acting as principal architect for large ERP/CRM implementations; Chief Information Officer of esävio Corporation in Atlanta, Georgia, where he was responsible for overseeing the planning and implementation of mission critical business information systems, defining esävio’s internal and external business and technical tools, processes and application development/integration methodologies as well as chairing esävio’s Information Technology (IT) Council and managed the Electronic Commerce practice for the Southeastern US; Senior Manager for KPMG LLP in Atlanta, Georgia, where he managed the Electronic Commerce practice for the Southeast in general and healthcare in particular including utilization, P&L, sales capture, and DSO metrics, carried out work for state and local governments, power companies, and manufacturing concerns, and worked in all aspects of healthcare including payor, provider, and manufacturer; and Principal of CSC Consulting & Systems Integration in Atlanta, Georgia, where he held many positions within the corporate structure; all positions aimed at developing and deploying technology-based solutions, worked with US Navy, US Army, NASA, Department of Commerce, and the Treasury Department, developed computer and logistics systems in support of various intelligence agencies, the US Special Forces, and several “black” programs, held a Top Secret clearance (admin downgraded to Secret) and managed development projects using MIL SPECs and MIL STDs.

Mr. Phillips served as a Lieutenant in the US Navy, where he served as a nuclear trained officer in the US Naval Submarine Force. His positions included Assistant Engineer, Damage Control Assistant, and Electrical Officer, and he served as an instructor at the US Naval Nuclear Propulsion School in Orlando, Florida. He presently serves in the US Navy Reserve and performs many positions, including Lead Instructor for Officer Leadership Continuum Training.

Mr. Phillips received a Bachelor of Science degree in Physical Chemistry Magna Cum Laude from the University of Georgia and was awarded the American Chemical Society’s Outstanding Senior in Chemistry in 1979. He completed the equivalent of a Master’s Degree in Nuclear Engineering from the Naval Nuclear Power School of the US Navy. He has completed coursework in Mechanical Engineering, Specializing in Computer Aided Design, at George Washington University in Washington, DC, and is working toward a PhD in Computer Information Systems at Nova Southeastern University in Fort Lauderdale, Florida.

He is a former Member of the Florida Governor’s Health Information Infrastructure Advisory Board on electronic medical records June 2004 – July 2007 and the National Health Information Network (NHIN) Phase II Implementation Cooperative; Data Use and Reciprocal Support Agreement (DURSA) Committee.
