Development of new partnerships for co-branded products including health risk assessment and chronic disease management with a suite of bi-directional patient information management capabilities for EMR companies. Collaboration with HIE partners for State approval of a Houston health information exchange. Design of M.D. Emporium as electronic medical office connection to assist clinicians in complying with Meaningful Use standards. Provision of clinical and regulatory expertise in developing and enhancing the scope and benefits of MyHealthArchive, PatientCentral Locator, and DisasterLink products. Utilization of extensive contacts among medical professionals in soliciting product champions. Establishment of relationships with 19 companies that led to more than 22 strategic partnership contracts. Ms. Purcell founded MediLegal Matters consulting practice which advises hospitals, practices, and healthcare providers on legal, regulatory, and business development matters. Accomplishments include:
- Reduction of expenditures for litigation claims with little or no financial potential by 400% and decreased unfounded health litigation claims against healthcare providers by 900%.
- Decrease in average turnaround time between intake and case evaluation from 120 days to 45 days and reduced turnaround time between case evaluation, expert review, and report from 60 days to 30 days.
- Creation of detailed analyses and reports that achieved 99% accuracy of predicting successful case outcomes. Design and implementation of processes that have expedited case preparation and reduced the need for late interventions by 75%.
- Training and support of senior management of 25 pulmonary rehabilitation clinics to attain Medicare certification.
- Accreditation preparation and support of Pulmonary/Critical Care Medicine Department at Baylor College of Medicine in accomplishing American College of Graduate Medical Education (ACGME) recertification.
Ms. Purcell was Health Plans Quality Manager at Humana Healthcare Plans, where she brought modern quality management and process improvement techniques to healthcare insurance industry. At Humana, she developed a cohesive quality management program in compliance with HEDIS survey and created initiatives to use data in designing new programs to support population-based health. She collaborated with executive and physician leadership in implementing timely communication with health plan providers to support new chronic disease management and preventive health programs. She spearheaded Humana’s informative newsletter targeted to Houston-Galveston market that promoted health initiatives designed to reduce healthcare expenditures and improve quality of life.
Ms. Purcell was Director, Medical Staff Quality Management, The Methodist Hospital, a major internationally renowned medical center hospital with 1,500 system beds where she supervised a large department of nurses, statistical and technical support staff, providing direction and support for 28 medical staff services and several multidisciplinary quality management programs. Ms. Purcell developed and implemented a hospital-wide QM program that integrated the activities of the medical staff and clinicians. Accomplishments included restructuring the medical staff peer review program from 28 single-specialty committees overseeing activities of 1,500 physicians to a flagship multispecialty quality management program; boosting physician engagement in quality management initiatives from <5% to >95% of medical staff developing cross-functional programs designed to improve employee collaboration in support of goals to reduce costs, improve safety and maintain competitive advantage. Ms. Purcell had leadership responsibilities for accountabilities for reporting to the hospital’s Board of Directors, C suite, and medical staff leadership. Ms. Purcell has lead several international visitor training programs with partner hospitals in Kazakhstan, Saudi Arabia, Dubai, and China. She has been sought after as a teacher and presenter on the topic of organizational performance improvement on a national and international level.
Ms. Purcell Director of Quality Assurance, Safety, and Risk Management at Doctors Hospital, a physician-owned general hospital where she brought about improvements in ICU bed availability, code team performance, decubitus prevention, claims reimbursement, and falls prevention. There, she developed the core skills sets that shaped her career in quality management and performance improvement.
She has clinical experience as Surgical Nurse critical care nurse, Nurse Educator and Services Coordinator, and Clinical Manager at major hospitals and medical practices.
